Hum, on a "normal" Linux file system only the root user can change the 
immutible attribute on a file.

Running on 4.2.3 I have just removed the immutible attribute as an 
ordinary user if I am the owner of the file.

I would suggest that this is a bug as the manual page for mmchattr does 
not mention this.
