To repack in random order, which might be an interesting and easy way to 
test and demonstrate... 

Use the RAND() function:

RULE ... MIGRATE ... WEIGHT(RAND()) ... 

-L 3 on the mmapplypolicy command will make the random weights evident in 
the output.
