On Linux you are free to use setfacl and getfacl commands on GPFS files. 
Works for me.
As you say, at least you can avoid the overhead of shell interpretation 
and forking and whatnot for each file.

Or  use the APIs, see /usr/include/sys/acl.h. May need to install 
libacl-devel package and co.
